If you are coming out with a permanent residence visa then you can buy what you like. You do not have to become an Australian citizen.People have lived here for the better part of their lives without ever becoming Australian citizens. Only major difference is that a citizen gets to vote and do jury duty.

And if you are a temporary resident you can buy a second-hand house if there is more than 12 months left on your visa. There are some restrictions - e.g. it must be your principal residence in Australia, and you can't rent it out. If this applies to you, go to the FIRB website and in particular the R3 application form at http://www.firb.gov.au/content/_downloads/R3_Dec04.pdf, which will explian the requirements.
