I have just posted off my parents application for a PV 103 and the relevant Form 40 sponsorship and supporting evidence.
Am I correct in thinking that my parents will be requested to have a medical before they are put on the queing system or is this done just before the visa is expected to be granted?
Also, what are your views on the waiting period being reduced from the currently quoted 10-15 years?
My parents will be in a position to migrate to Australia in 5 years so we are hoping that they don't have to wait much beyond this time.
Medicals will be requested within (probably) the next 12 months, and again once the application is being assessed by a case officer some years hence.

Yes, meds will be required before they are formally queued.
Processing times? 5 years is optimistic, in my view.

Considering the length of time it may take for a Parent Visa 103 to be issued, I have been looking at the Aged Parent Visa.
My Dad is 65 in 4 and 1/2 years and my Mum in 5 and 1/2 years. We are considering that if they are still 10 years off in the queing system to get a parent visa, could we cancel that and go for an Aged Parent Visa?
If my parents while on holiday here aged 65 and applied for an Aged Parent Visa, would that be possible, or would they be looked at unfavourably because of the already existing Parent Visa?
I know that they shouldn't arrive in Australia on a visitors visa with the intention of applying for an APV but would it be obvious that they have done this, because of the Parent Visa application already in place?
