Anyone have any ideas?

I submitted a 475 regional-sponsored visa on the 16th October 2009, I have received receipt of payment so I know it has gone through. However with all these changes regarding time scales, which are a little confusing, I am wondering how long I can expect to wait before receiving any kind of contact? As I have received nothing as of yet.

Any help or clarification on who these changes affect i.e. do they affect me, would be much appreciated.
