Hello Em.
I think a Contributory Parent visa application is likely to be their strategy, as plain vanilla Parent subclass 103 visa applications are taking many years to be processed, due to the low number of s/c 103 visas available.
Unfortunately CP visa applications are not cheap, and the present main DIAC Visa Application Charge (payable when the visa application is about to be granted) is now A$37,965 per parent.
Add to this the required Assurance of Support Bonds (A$10k for parent 1, plus A$4k for parent 2), medicals, etc and you can see the total costs are not for the faint hearted.
A two step strategy is also possible, which splits the costs: a subclass 173 temporary CP visa to start with, followed by the permanent CP visa application within a couple of years.
