If we lodge a skills asst application today,for example to CPA/NIA/ICAA, basing on guidelines issued by NOOSR in CEP and subsequently there are changes in CEP when NOOSR does revise CEPs, which guidelines the assessing agencies(CPA/NIA)do follow? Is it the ones current at the time of lodgement of application or at the time of taking a decision on the application, which usually happens around 7/8 weeks after lodgement.Thanks.
