The housing industry is in its worst shape since the GST was introduced in 2000, following another dip in the number of new house plans approved by councils in December.
Housing Industry Association economist Harley Dale said immigration and natural population growth created demand for about 160,000 new units a year.
"We're only at the moment starting around 150,000 a year, so at some time we'll have to play catch-up."
