Almost 400,000 temporary business visas were issued last year, with numbers growing and the ACTU says the Department of Immigration and Multicultural Affairs has failed to check that overseas workers are being paid award wages.

The union body has now asked the Commonwealth Ombudsman to investigate the Government's temporary business visa program.

But business groups argue skilled migration will greatly boost the economy, which is suffering from a skills shortage.
