The drop in overseas students could lead to inflation and higher interest rates as the skills shortages bite in the resurgent economy.
Independent forecaster Chris Richardson, head of Access Economics, told an international education conference yesterday that changes to migration rules "came at exactly the wrong time".
And he said the government should grandfather international students who had been caught up by changes to the skilled occupations list and were now on 18-month bridging visas.
