Changes to Australia's migration policy may be needed to address the current skills shortage, Prime Minister Kevin Rudd says.

After visiting mining officials in Karratha in Western Australia on Tuesday, Mr Rudd said the new Labor government had three main objectives to provide strong foundations for the future growth of the economy.

The first priority was to ensure "robust" budget surpluses were maintained, he said.

The second was to make sure the government had planned for any skills shortages or abundances in the future.
