Foreign workers could be offered European Union-wide employment permits under plans to attract skilled migrants such as engineers and software technicians to the EU.
The European Commission suggested the idea on Wednesday amid concern that sought-after migrants favour moving to the US, Canada and Australia instead of the EU.
