The Gillard government's first issues paper on its sustainable population strategy has demolished the concept of a national population target.

The paper, to be released today by Sustainable Population Minister Tony Burke, argues that governments have limited practical tools to achieve a set number of people, and creating a target would limit the nation's ability to deal with labour shortages.
