The fact that you have a permanent contract shouldn't make you inelligible for LAFHA. The fact that you have a 457 visa and therefore will have to return home once your visa expires is more important. However LAFHA should be negotiated as part of the contract and generally cannot get added retrospectively. Unfortunately your employer does not have to give it to you - so I am afraid you will just have to live with it if they say no !
